Overview
In a fiercely contested 2024 Republican Primary for a single-county State Representative District, five candidates battled for the nomination. Two frontrunners emerged, each backed by a powerful political figure. Our candidate had the support of a former State Representative (now County Commissioner), embodying the establishment wing. Meanwhile, the main opponent, endorsed by the current State Representative, positioned themselves as the anti-establishment contender. Both candidates had previously served as Legislative Aides for their endorsers, making this race a showdown of political influence and strategy.
With a razor-thin margin separating victory from defeat, All State Strategies developed a game-changing grassroots plan that ultimately secured a 95-vote win for our candidate.
The Challenge
Political campaigns often rely on broad voter outreach through traditional methods—door-knocking, mail campaigns, social media, and advertising. But in a crowded race with two well-supported candidates running nearly identical traditional strategies, a new approach was needed.
Through precinct-level analysis of elections from 2016 to 2022, our firm identified a key trend: undervoters—people who show up to vote but skip down-ballot races—could be the decisive factor.
The Strategy: Targeting the Undervote
Rather than treating every voter equally, we zeroed in on 9 out of 66 precincts where undervoting was highest and where turnout trends suggested an opportunity for persuasion. The theory was simple but powerful:
- Undervoters are more likely to vote when personally asked.
- A focused, face-to-face strategy could drive them to cast a ballot for our candidate.
Instead of relying solely on traditional door-knocking, our approach required personal engagement with undervoters. The candidate and surrogates personally met these voters, ensuring they felt directly involved in the campaign. Meanwhile, a more conventional door-to-door strategy was implemented in other precincts, but some areas were left untouched due to time constraints.
Our opponent, on the other hand, took a standard approach, focusing on walkable communities and attempting to dominate Wooster, the district’s main city.
The Results: A Game-Changing Impact
The effect of our targeted approach was undeniable:
✅ Undervotes in Wooster (opponent’s focus area) decreased by 20–30%.
✅ Undervotes in our 9 targeted precincts dropped by 48%.
✅ Our candidate won the election by 95 votes.
Breaking down the numbers:
- Victory in targeted precincts: +239 votes
- Loss in non-targeted precincts: -79 votes
- Net difference: 160 votes
By flipping undervoters into engaged supporters, our approach not only offset losses in the rest of the district but also created a margin of victory.

With both campaigns deploying social media, radio ads, mailers, and yard signs at similar levels, the only true differentiator was our grassroots strategy. By understanding voter behavior and making strategic choices about where and how to engage, All State Strategies turned undervoters into decisive votes—proving that smart, targeted ground games can change elections.
This race wasn’t won by luck. It was won on the ground, one personal interaction at a time.
